How do i keep files from different users secret?

I'VE TRIED EVERYTHING!
no matter what i do, other user accounts can see and
access my files and vice versa in two different user
accounts, is there a way to make it private and/or append
a password to certain folders to keep anything sacred?

1) NTFS file and directory permissions.
2) Do not have multiple administrative level users and only one person knows
the admin username(s)/password(s).

(Home computing that is..)
