How do I keep all files within the html folder?

I have posted my website. The tech person emailed to tell me that I have
files outside of the html folder. They need to be placed inside. I need to
dig around the settings looking for a field related to "website root" and
that should contain "html." I is supposed to be within a "Publish" group of
settings. My questions is: What does this mean? When I published my sit, my
log said that it was successful, but when I went to view it, online, it just
gave me an error message. I have my own domain name. I am quite new to
Frontpage 2003, so any feedback will be helpful. I have published in an old
version of Publisher in the past.

Does the folder that contains your website on "Your Computer" have the blue globe on it?
If not, you have not created a root folder for your web.

The folder with the blue globe will be your "root" folder, and when you publish your web, everything in this
root folder will be published
to the server.
