how do i issue a ALT & S command

I want to issue a ALT & S command to this dos command so it sends the email

This isn't easy in CMD script without external programs. You can use a
hybrid VBS/CMD script with sendkeys to do it though. A quick search in the
alt.msdos.batch.nt group or this one will show many examples.

An even better option is AutoIt: http://www.autoitscript.com/autoit3/
