If you are with a crappy ISP, yes. They block a lot of things. Some of them
are justified, though.

There are many good reasons to block ports, and a good ISP will advise
the customer up front or on an as required basis about any blocking.
There are also many on-line tools available for checking DNS from the
outside world.

Having said that, port 53 is not one of those generally blocked unless
there is an ongoing DoS attack.
