Found the answer:
Note that to run Russian software, more than "user level" changes need
to be made. A system level change, "code pages" need to be modified.
User level mods are fonts, keyboard and locale changes.
The procedure to "Russify" Windows for XP and XP+SP1 is very simple.
Win2000, ME, 98.. are a bit more difficult. Language packs are
included in most later Windows versions, especially WinXP.
There is no noticeable difference for all of standard American/English
applications. That is, the code page system level changes are
transparent.
