How do I install FP2000 on Vista?

For my new PC I bought Vista Ultimate and I had FrontPage 2000 (original
CD) and FP2003 Upgrade CD.

When I insert the FT 2003 CD it asks for the Product Key and then hangs.

When I did this same type of install with XP Pro FP 2003 install would
ask me to insert the original FP2000 CD and then the install would continue.

When I insert the FP2000 CD it also asks for the Product Key, which I
enter and it too hangs.

Both attempts hang for hours as though they are about to install but the
progress bar doesn't move.

I copied both to my HDD and tried installing from each and neither
worked. I tried selecting Run as Admin and that doesn't work. I do not
want to use Expressions because I tried it during it's beta and it
messed up my store bought themes.
