How do I install different programs under different profiles?

How does one go about installing an anti spam or firewall
product under different profiles so that one profile (and
the product beneath) does not interfere with another
profile. I want to have the user login, download their
email, have the anti-spam product kick in and do its stuff,
then that user logs off and the other comes and does the
same thing, but they are using different anti-spam and
firewall programs? I know I can install them via logging in
as Admin, but I don't want users all to have Admin rights.

This is for for either XP Home or XP Pro sp1.
