I want to insert a video with the Windows Media Player controls for students
to stop and pause the video as needed. I know how to do this in 03 using the
control toolbar, but I need to know how to do this in the new 07 ppt?

Its done the same way. However, you need to set the PowerPoint options to
display the "Developer" Tab/Ribbon.

With that said, there are better ways to provide controls than inserting the
Media Player. Take a look at this course from MS:

Pay special attention to "Create Buttons to run a Movie".
