I am using Front Page 2003 and I need to add a web log or some kind of forum.
It can be simple and it is only going to be used as a turnover reference
between shifts at my job. My windows admin said we are not running server
2003 and are not running share point services. So far the research I've done
points to the need for a SQL database and PHP to run a weblog. I am
unfarmiliar with PHP and SQL.

Have you looked into using the FP Discussion web component, which doesn't require SharePoint
Services?
