Do hard drives "sleep"?

This issue may have pre-existed my upgrade from XP Pro to Vista Ultimate but
I don't remember encountering it.

Every once in a while my PC will just pause. Nothing seems to be going on
at all. Then after 5-10 seconds I will hear what sounds like a hard drive
spinning up. Then the machine will continue running at the normal
performance level.

I have two hard drives. Is there a setting that causes one or more of them
to spin down if not being used?

Yes. Right Click on your desk top. Then click Personalize/Screen
Saver/Change power settings/Change Plan Settings/Change advanced power
settings/Hard Disk.
