How do i go about setting a PC as adminstrator and the rest as cli

I was asked to create one pc as host/adminstrator and the rest of the 4 pcs
as client (note all 5 pcs are running window xp pro and is a newly setup rig)
so as to share files and folders, application as well as printer and stuff

The host/administrator PC should have full ctrl and right's and the rest of
the pcs would have limited right's

Any guide or link would be good,
