You can download a free viewer so you can see ppts but you won't be able to
edit them:
PowerPoint 2003 viewer:

PowerPoint 2007 viewer:

The 2007 viewer is basically the 2003 viewer with the compatibility pack (so
it's huge) - if you get sent .ppt and .pps and *not* .pptx and .ppsx then
you only need 03 viewer (that's what I would go for).
If you want to edit presentations you could try open office which is free -
I think their presentation software can open powerpoint files but I've never
used it myself.
