how do i get theme to show up on remote server

I'm using the aftrnoon theme for my website. It has a yellow shaded area down
the side. When i publish it to the host there is no theme. the only thing
that shows in the code is <meta name="Microsoft Theme" content="aftrnoon
1111, default"> and there are no other pieces of the theme in the code. How
do I get the pieces of the theme in, or which piece puts the color down the
side?

you need to publish the entire site via FP http: mode to a server with FP
server extensions....?

No, the site only has to be uploaded - including the hidden folders
like _themes. FrontPage extensions are not required.
If the destination site does have extensions, then the site has to be
published.
