How do I get System Restore to work again?

In Windows XP Pro, Version 5.1 with Service Pack 3 . . .

When I go to Programs > Accessories > System Tools and click on System
Restore, nothing happens. Isn't this where I should be able to create a
Restore Point and/or access earlier Restore Points, and if so, how can I get
it to work?

Further detail:
- In Control Panel > System, under the System Restore tab, there is a box
that is NOT checked/ticked and that says "Turn off System Restore on all
drives."

- In Start > Run I typed CMD to open the box, then typed Net Start at the
command prompt. "System Restore Service" was included in the list of Windows
services that are started.

What security software is installed. Norton will cause problems unless
you know the way around them.

System Restore - Repair

Copy and paste into the Run box:
(one line, no word-wrap)

I use Windows One Care.

Can't create a Restore Point.

Might try the steps you mentioned, but a bit nervous about losing all past
Restore Points.

If you're looking to restore for now, boot into safe mode with command
prompt. Enter c:\windows\system32\restore\rstrui.exe and restore back to
time you want. I've had that work for me when normal mode with everything
(firewall, av, etc.) disabled and regular safe mode didn't work. Don't know
if you can create a restore point from that mode or not- I was just looking
to restore when I did it.

If you reinstall System Restore you will lose existing restore points
but if System Restore does not work they are of questionable value!

What problem caused you to look at System Restore?
