I am using XP pro with IIS installed and fP2002 extentions activated but when
I open frontpage and go the tools menu the server option is not activated.
How do I get this activated so I can start building websites and test them.

You have to create and then open a web.

File > New > Create empty web, and then save it as a web in IIS.

Or, open computer management, click the plus by Services and Applications, then the one by
Internet Information Services.
Right click Default web and select Properties, scroll to New and select Server Extensions
web.
Give it a name when prompted.

Then open the new web in FrontPage.
