How do I get rid of warning balloon when Win Update turned off.

Where/how do I turn it off?

Open Security Center, click "Change the way Security Center alerts me".
De-select "Windows Update".

Because it was there?
I don't trust Microsoft. They're forcing hardware manufacturers to cripple
devices for Vista and I don't want them slipping me a backwards compatible
'package'. I'll get my updates after I've read about them and others have
tested them.
Now I just have to turn off all the other moronic pop-up, in-your-way/face
idiocy. I've just installed XP+SP2 but I think I'll be going back to 2k.

First I've heard of that. Guess because of my lack of interest in Vista.
So what's going on with the crippling thing? Can you cite some examples.
Am interested.

It's just Microsoft trying to take over the world and degrade it in their
own special way rather than add to it. Hopefully, as some think, they've
cut their own collective throat.
Have a google with " vista and drm ".
Linux distros are getting pretty damn good these days. Some major govt
dept's have been moving to them over the last years simply for
reliability and security.

Understand that Automatic Updates includes a setting (Notify Only) whereby
no updates are downloaded *or* installed without your permission. <IMHO> If
you decide to run a Windows OS, I'd recommend using this setting and seeing
if there are, in fact, critical updates you /want/ to install to protect
your machine rather than your risky, "shoot yourself in the foot" choice.

It's good for the majority of home users to protect their installations ~somewhat~ if
they don't have either the knowledge or the time or inclination to learn how to harden
the OS in other ways. And for those who are responsible for multi-user systems where
tight security would possibly mean less functionality for all and not being updated
would mean no job if something went wrong.
But it's easy enough for a single user to protect their installation without relying on
yet another wad of chewing gum from MS to plug yet another hole. And of course, the
holes are already there only waiting to be found. That's why it's better to employ
other measures first.
