How do I get monthly volume statistics for each user account

Is there a way I can get the number of messages each user account recieves
monthly?

Those are stats best gathered on the server side.

Thank you Brian that is precisely correct but I'm not quite sure how to best
go about getting that data consolidated by user by month - I'm very new to
the Exchange side of Outlook so any hints or ideas would be very helpful.

You won't get many Exchange answers in an Outlook newsgroup. Try asking in
microsoft.public.exchange.admin or .misc
