I have a huge hierarchy of folders in Outlook, and there are so many that the
folders are branched farther and farther to the right. I have to stretch the
pane half way across the window in order to see most of them.

It would help if i could include a horizontal Scroll bar, so i don't have to
stretch the pane.

My Nav pane certainly has a horizontal scroll bar. Have you tried starting
Outlook once with the /resetnavpane command switch?
