It's not exactly a double line break, what you are seeing is a combination
of space added after each paragraph and line spacing. Ideally, space should
be used before/after paragraphs instead of using empty paragraph marks as an
attempt to control spacing. I personally use formatted space since it offers
more control over spacing, pagination, etc, but YMMV.
To modify the defaults, on the Home tab, in the Paragraph group, click the
dialog box launcher to display the Paragraph dialog box. Make your desired
changes in the Spacing section and then click the Default button.
