When I open outlook on one computer and new emails are downloaded, they will
not appear on my other computer, even if they are unopened. I believe there
must be a setting I can change, but I don't know where it is. I can not even
send email to myself from one computer to another.

Assuming you have a POP3 account, the simplest solution would be to set the
POP3 service in both machines to "Leave a copy of messages on the server".
All email will then be available to both machines; set ONE of the two (it
doesn't matter which one) to "Remove from server after (xx) day(s)" so mail
doesn't pile up on your ISP's server.
