That's because you don't have MS XP but a computer manufacturer's XP. Ask whoever supplied your computer.

That article applies to retail Windows XP and OEM if that is the OEMs
choice.
Do you have OEM Windows XP Home instead of Retail windows XP Home?
Many OEMs choose not to include that optional file.
