Go to Control Panel and double click the Regional and Language Options icon.
On the Regional Options page, click on the Customize button.
This should launch the Customize Regional Options dialog.
Click on the Time tab.
Click on the down arrow next to the Time Format box.
Select HH.mm.ss.
Click OK twice.

Good luck
