How do I get auto signature to work with a template in 2003?

I'm using Outlook 2003, and I created a template .oft and placed it in Forms
> User Templates in File System. When I go to Tools > Forms > Choose Forms >

User Templates in File System and open a new email, the email formats
correctly, but my auto signature isn't there. My auto signature works when I
open an email from File > New. Also, in 2003, you can't manually insert your
signature if you are 'using MS Word as your email editor.'
