how do I get a 2nd indented set of bullets?

The problem is that my settings are messed up, and now I can't get a 2nd
indented row of bullets...the first row is bulleted. The 2nd row does not
indent and does not give me the sub bullet. Can anyone help me reset my
settings? I have already tried the rest button, but it didn't work either.
I wonder if I somehow screwed up my template. Ideas?
