How do I "freeze" a column/row in a table within Frontpage/HTML?

On an HTML page, I'd like to freeze a table column and row so that the user
can still see the headings on a table (just like freezing columns and rows in
EXCEL). Is this possible? How?

You can't. There are artificial ways of doing this, where you can create a
frameset, put the headers in a table in the top frame and the data in a
table in the bottom frame. The difficulty is, frames can be a pain and it
may be very difficult to line things up correctly.
