How do I format a newsletter in Outlook w/making it an attchmnt?

I want to learn how to make a graphic formatted type of correspondence email
that could serve as a business newsletter/announcement. I get them all of
the time w/the 'right click to download pictures' messages. Many people will
not open attachments now & so a nicely formatted email that's easy to access
would be great! Any help would be appreciated. Thanks
