How do I forcefully open a new IE process

What to know if there is a way in Win XP to forcefully open new IE process
(IE 6) for every IE window. I know that there is a regiistry setting
(BrowseNewProcess) which is based on the RAM. However, on my machine, it is
set to "yes" but even then I see same "iexplorer.exe" process for multiple IE
windows.
