How do I fix the delay between keyboard/mouse input and response?

I just happen to be working in Outlook but this problem is common through the
Office Suite. It seems like seconds pass after an input action before there
is a response. During typing text the cursor sometimes would appear to freeze
in place and later would unfreese and show the typed input. When scrolling
emails, the scroll would pause for what seems like minutes before continuing.
When I press and hold the mouse cursor on the down or up arrow sometimes
after a long delay the scroll would start and then stop after a while. Then
it would start again and then stop instead of scrolling to the end. How do I
fix?

Version of Outlook? Do you use a wireless mouse and keyboard?

Outlook 2007 w/BCM. Yes problem also occurs with USB mouse.
