How do I fix "can't send or receive?"

Using Office 2003 for several years, suddenly I get error messages that my
emails are not being send and that I am not receiving. Restarting the
computer used to clear it up but not any longer. The message says to contact
the ISP but they won't support Outlook. I've reset my mail setting and that
cleared it up yesterday, but the problem is back again today. My other email
accounts are working fine.

then it's probably the ISP that's the problem. Have you looked at their
status page to see if their mail server is having problems?
