First, note that these are newsgroups, not "boards."

The Microsoft news server, msnews.microsoft.com, contains a number of Vista
newsgroups, with names beginning microsoft.public.windows.vista...

You're using Outlook Express. Look in the list of newsgroups for vista.
Start at microsoft.public.windows.vista.*
