I want to know how to set up outlook mail. and i need to know how to find out
who is the mail administator.

Are you in a business environment? Contact your Exchange admin or network
administrator. I assume you're getting messages from the administrator
stating your over your mailbox limit?

That would depend on WHOSE e-mail service you wanted to use but chose to
omit in your post here.

Why not read the web help pages at the e-mail provider's web site to
figure out how to setup Outlook?
