Where do I find option definitions for the IE7 settings & frame question?

When I click on the ? for some advanced settings, the information that pops
up does not apply to the individual
option but is more of a general overview.

I don't understand what these two options allow.

"Enable third-party browser extensions"
and
"websites in less privileged web content zone can navigate into this zone"

Also, Is there a way to force a website using frames to show each frame in
a new browser window?
