How do I find the Incoming and outgoing Mail Server

Good afternoon,

I'm trying to set up my father's outlook and it states I need to set up the
POP3 and SMTP, where do I get that information?

From your father's ISP. Their Help pages on their web site should contain
instructions for setting up an account in Outlook.
