How do I enable macros in an open file?

's Computer Specifications

A user opens an Excel file (with global macro security setting on
"Medium"). She is not prompted to "Enable Macros". Instead, it opens and
macros are disabled. Any ideas why? Is there a way for her to enable
macros with the file open?
