How do I e-mail pictures from my cell phone?

I have photographs on my cell phone that I want to e-mail in Outlook to
sombody.

Not an Outlook issue. Outlook isn't running in your cell phone. Once
you save the images to files from your cell phone, you can attach them
to an e-mail in Outlook. First you have to find out how your cell phone
works regarding export of data (photos) out of it. How that's done
depends entirely on what cell phone you have and with which cell phone
provider.

I doubt that you have Outlook on your cell phone; just use the normal
email function of your phone to send to the recipient's email address.
