What do I do to be notified of incoming calls?

I can't figure out how I can be online(phone modem) and be able to have a pop
up notification that says that I have an incoming call, and I can choose if I
want to accept or ignore the call. A friend of mine in California had his
computer do that(it also showed the number and I think the name of the
caller, just like a "caller ID pop-up") for him. I have caller ID, and 3
way, please help me out, thank you.

You'd need the software, hardware, and an ISP who supports the v.92
standard. At least I think that's when the modem-on-hold standard was
implimented.

There are other alternatives to a monthly service like that one above, but
you'll need to be sure your dial-up modem supports the call-waiting feature
your phone company uses:
