You can't as long as you are using FP to manage your web content.

So, what does it mean when I get the following error message when I try to
publish on my network?

Server error: Cannot create folder "_vti_cnf".

How do I resolve the problem it's finding?

You got me. Is that something I can figure out on my end as a user on the
network, or do I have to get that from my network folks?
