How Do i detect when a user has scrolled to bottom of rtb?

Hi there,

I have an application which we are to use to get our Users to agree to
the IT policy.
The application basically consists of a Rich Text Box which contains
our IT Policy, and an 'I agree' button.

My manager wants the user to have to actually scroll to the bottom of
the RIch Text Box before the 'I agree' button is enabled.

How do i go about doing this ?
