AV integration with Outlook is usually the culprit. If you're using AVG, stop
the AVG email service and try to receive emails then to see if that helps. If
not, check any Add Ins or COMs or any other software that integrates with
Outlook since they can sometimes cause issues as well. Not all Add Ins or
COMs are compatible with newer versions of Outlook.
