I have an email with and attachment that will not transmit. When I try to
delete it a window opens telling me the email cannot be opened because it
outlook has already began transmitting. But it doesn't transmit and I can't
delete it.

Place Outlook in Offline mode via File-> Work Offline.
Restart Outlook and you should be able to delete it.

Set outlook offline and wait a few minutes. See
