For example, if I write the email today, but I don't want to send it until
tomorrow. I have looked everywhere and I can't figure it out. I thought I
remembered doing it before but I can't anymore.

You should be able to do it from the Action command in the mail that you're
sending. If you want to hit send and delay it with no other intervention then
you need to be part of an enterprise product. Outlook sends to the sever and
then holds it on the server until the appopriate time. If your not part of an
enterprise then you have leave your PC logged on and I think it will send it
at the appropriate time. I'm not sure about the non enterprise version so if
your sending a "your can stuff it" email to your boss or a "sorry it's over"
message to your partner, check it before you commit yourself
