I am connected to a exchange server 3003. I also use outlook to read other
external mail providers and would like to move such mail to specific folders.
While online, this is not problem but while offline, the rules do not work.

External mail providers usually have pop3 or imap servers which will not run
rules like the exchange server.

However, many do have rules you can set up using the servers' web interface. It's not possible through Outlook, though.
