I know I can drag an e-mail I receive to Tasks which then opens an new task
with the information contained in the e-mail. The only problem I have found
is that the new task does not inlcude any files that were attached to the
originating e-mail.

Outlook can't do that out of the box. I've posted a VBA code sample to do
that at http://www.outlookcode.com/codedetail.aspx?id=959.
