how do I create stationery using clip art?

I am using Outlook 2007
I want to save a clip art picture to C:\Program Files\Common Files\microsoft
shared\stationery\ in order to create stationery. How do I do this? Is
this the only way to create custom stationery? In Outlook Express Version 6
it was easy to do in the Create Mail tab.
Appreciate any help.

Create a message in Outlook as you want it to appear then save as HTML.
