I was kind of thinking of some kind of JavaScript function, but what you
describe could possible be better as a .gif or .swf.

http://ulead.com and look for "gif animator". there will be a free
download.
that program will output files in gif or .swf (flash). that are tons of
flash animation programs out there (some which are definitely going to be
better than the ulead program) but all I have is "Flash" from Macromedia. I
think the standard practice would be to convert the raster (.jpg or .gif
that you've already got) to vector and create your animation from there.
I don't think you'll get that potential in the Ulead program, but it's very
easy. Keep in mind, with an animated .gif there are "optimization" options
which you should explore. also, keep the actual size down to reduce the
overall file size.
