In Outlook 2003, it was easy to open a message, copy it to a folder, then
save it to another folder. I don't see how to do this in Outlook 2007. Is
there a way?

Same method; Edit-> Copy to folder
In an opened messages you can click the Move to Folder button and choose the
copy command at the bottom.
