These %$#@ worms are forcing me to start blocking UDP
ports, specifically Symantec recommends blocking inbound
traffic on ports 99x/UDP. How do I do this? Do I use IPSec?

I was going to use this:

ipsecpol -w REG -p "Block UDP 995 Filter" -r "Block
Inbound UDP 995 Rule" -f *=0:1434:UDP -n BLOCK -x

Is this correct? Is there another way?

Wrong newsgroup. Try one specific to IIS or webservers.
