When reading a msg in Outlok's preview pane, the mouse wheel scroll speed is
preset 2 a very high scrolling rate... so fast that msg cannot be read. How
do I change it?

this would be set in windows, on the mouse driver.

Outlook has no control over this. Look in the pointer options in the
Mouse applet in the Control Panel. There is where you configure how
many lines are scrolled per indent for the wheel.
