How do I change my selection of highlight colors?

I would like to edit the 15 Highlight colors that I can choose from. The
colors given in most cases are too dark.

You can't change the Highlighter colors, but you can use text shading
instead; see http://gregmaxey.mvps.org/Highlighter.htm

Does MS have a reason for not changing the highlight colors? This has
been a problem since the last century, IIRC. Is it impossible to
change the hard coding?
