How do I change my default language, it won't work with tools

I want to change the language setting, however by going to Mictosoft Office
Language Tools it won't apply to my Dutch language. Not if I reboot either

You first need to change the language of your Operating system by going to:

Start, Control Panel, "Date, Time & Regional Options"
Regional & Language Options

Now follow the online instructions.
